Special Moveset: Scarf and Bow, despite their differences, fight as a pair in a way based on the Ice Climbers'.
Standard Attack: Bow- Scarf uses Bow as a big shield. Projectiles are bounced back at the opponent by Bow's big tummy.
Upward Attack: Scarf- Bow using Scarf's lanky body to their advantage, and flicks him around like a whip forward diagonally. When done near an edge, Scarf latches onto it.
Downward Attack: Double Click- When done with both brothers, this covers each from both sides. They each take a picture, the flashes blinding opponents, disabling them for one turn.
Side Attack: Knight Mar- Scarf and Bow instantly change into their knight forms when performing this attack. They headbutt in opposite directions, with their backs facing each other, to drive enemies on both sides into the ground.
Final Smash: Brotherly Bond- Scarf and Bow come together and combine their spiritual energy to transform into a gruesome, green bull. Their strength is infinite and they are invincible to enemy attacks, for four turns.
Weaknesses:
Scarf and Bow are both the jealous types and will do anything for attention from a pretty woman. They are very competitive; Scarf is boastful and Bow is violent. They're both suckers for cuteness and extremely servile towards it. They can be quite cowardly and tend to run away when things get too dangerous. Scarf is lucky but lacks strength while Bow is strong but also butterfingered and clumsy.
Personalities:
Scarf and Bow have very similar personalities, but of course have distinct differences too. The two are very competitive and are prone to exhibiting jealousy. However, Scarf has less concern for morals than his brother, who tries to be sophisticated but is always brought down a level by Scarf. Scarf is always ready to cheat and lie when competing with his brother and enjoys boasting if and when he wins. Bow doesn't think about using such techniques, preferring to rely on his pure skill to achieve his goals.
Scarf can be mischievous and rowdy, while Bow is more refined and sensitive. Scarf can be a little more naive than Bow, while Bow can have the tendency to be very protective of his brother. They both can be compassionate and have much concern for each other though they might not show it too often. They share a strong determination and persistence, and willingness to cooperate and work together.

History:
In their first lives, the ghost duo were just a couple of struggling, unknown photographers.."starving artists" if you will. They lived in a small city in Spagonia, the art capital of the world, trying to make a living in the hustle and bustle, trying to make their artwork known and original. The brothers got their break after elder sent some of their work to a local newspaper. The pay wasn't very good and neither were the jobs assigned, but it was something. Because there was two of them and only one job they often competed with each for the best shot, because whoever did would get the appeal and money from the boss of course. But no matter who won, the pay was shared between both of them. It seemed like a silly thing to do, but made the job more exciting and worthwhile.
One day they received orders to take some snapshots of a play being held in a local, little theater for the Arts section of the paper. A bit disappointed, they were forced to purchase the tickets with their own money hoping the pay for the photos will make up for it in the end. Having similar tastes, the two were equally infatuated with the one of the actresses in the production. She played a minor role, didn't appear on stage much, and seemed very mysterious. But this only aroused them more, especially the beauty mark on her left cheek.
The two were fired from the job, the photos handed in were only of the unknown actress during various unimportant acts of the play. It didn't worry them too much as it should have, though, as all their concern went to the young girl. They soon realized a problem, just as their old jobs, there was only one girl and two of them. Unlike the job, they couldn't have shared the girl between them. So after much arguing, they agreed that when they went to meet her they would let her choose the better of the two to be her's.
They waited a long time after the production, long after the rest of the audience had left. It had been a while after the other members of the cast left when they decided to go to the back entrance and find out what was going on. On the other side of the theater, the actress they adored was being mugged! The two collected their courage and puffed out his chest! This was the woman they admired, after all! And both felt the need to prove to be more masculine than the other..
The mugger only paused a second when he heard them holler: Stop! in unison. When the moment passed he began to fire his pistol, killing all three of them one after the other.
Despite their ugly demise, the young girl was very dazzled with the duo's attempt to rescue her. So much so, that she invited them to have dinner with her and her family. But they were all dead, ghosts. The three scared away the residents of her home, it was abandoned just days after the incident. Though the girl played such a small role, she came from a very wealthy family who lived in a big, lovely mansion. She wasn't poor, just bad at her job. With no where else to go, they stayed in the mansion. While she lounged around, the two continued their tiny competitions; now taking pictures of citizens and travelers who stammered into the haunted mansion. The girl was their judge, and she soon discovered she found a strange pleasure from frightened expressions. She had always enjoyed watching scary movies such as the Wolf man, the curse of the mummy's tomb, and Dracula when she was alive.
Thus, it had become a tradition to submit photos to her in exchange for a kiss if it suited her tastes. It was business as usual when a particular-looking blue hedgehog and his sidekick came into the mansion during a stormy night. The sidekick was a cinch to scare, which made it very easy for the two to catch him with the certain expression. However, the girl wasn't as pleased at the two thought she would be; She had noticed the hedgehog wasn't scared one bit! She did not approve.
With their scariness being challenged, they stormed off to scare the hedgehog. Possessing two suits of armor, they thought they had the perfect and classical way to strike fear. The plan backfired when the hedgehog transformed into a werehog, and ended up scaring them instead! The incident was caught on camera and brought much amusement to the girl. As she laughed and laughed at their expressions, they decided to team up together and take down the common enemy. With their combined energy, they were able to transform into a powerful terrifying monster to rival the werehog.
They used their ghost abilities to their advantage and fought invisibly. Though their camera was able to reveal their whereabouts, the pictures took too long to develop for the werehog to make much use of them. So they had the werehog on the ropes, defeated! But there was only one of him, and only one of them could claim that they had defeated the beast. So they fought over the camera, the spat separating them and returning them to their original forms. As they fought the werehog regained consciousness. Because they were in their weaker forms again, he was able to rid of them quickly and harshly, flinging them all the way to Holoska! As if that wasn't bad enough, the girl ordered they kidnap the werehog's sidekick while she "spent some time" with him in its place
While the incident took a major toll on their self-esteems, they three still reside in the mansion awaiting for excitement, opportunity, and maybe even adventure to walk into their home.

I doubt Scarf and Bow will be featured in Sonic Unleashed... They were just characters in the promotional short movie for the game, so much so they weren't given names. If anyone knows anything more about it, lemme know.
