Special Moveset:
Each Pokémon's moveset lacks a downward special attack because all are dedicated to switching between Pokémon during a brawl/battle. Magneton has the ability to hover upward gently when the up button is held. It floats down gently after 3 turns. Lt. Surge believes his Raichu is so strong that he feels he doesn't need to rely on electrical attacks to win a battle.
Standard Attack: Thunder Punch- Electabuzz first charges its fist with electricity. Once fully charged or canceled with Z, the punch can be thrown at an opponent. It has a 10% chance of leaving the enemy paralyzed for a turn. Based on Donkey Kong's Giant Punch.
Upward Attack: (R) Seismic Toss - Electabuzz grabs an enemy and picks them high up into the air. They both are slammed onto the ground, enemy first. Based on Kirby's upward grab attack.
Side Attack: Quick Attack- Eletabuzz tackles an opponent in front of it at a super high speed. Based on Fox's Fox Illusion.
Standard Attack: Body Slam- Raichu leans into a foe and deals damage by crushing them under its fairy great weight. When done in the air, he falls straight down like a rock.
Upward Attack: (R) Mega Punch- Raichu throws a powerfully charged punch upward. He also jumps high while punching by coiling his tail and using it as a spring. Based on Mario's Super Jump Punch.
Side Attack: Mega Kick- Raichu springs forward to deliver an awesome kick to its opponent. If it makes contact at the right moment, it can deal its maximum damage of 120% much like Luigi's Super Jump Punch.
Standard Attack: Reflect- Magneton uses light energy to produce a wall. The wall blocks all physical attacks.
Upward Attack: (R) SonicBoom- Magneton unleashes a blue shock wave that sends it upward a bit. The wave is launched downward and spreads horizontally in both directions after making contact with the ground. It doesn't travel far, however. It always deals 55% damage.
Side Attack: Take Down- Magneton slams itself into a foe to deal damage. It receives an additional 25% recoil damage to itself, however.
Final Smash: Lt. Surge's Secret Plan- Lt. Surge unleashes all his party Pokémon in order to perform Triple Finish, their ultimate attack composed of Ice Beam, Hyper Beam, and Surf. After Electabuzz and Magneton shoot their Ice Beam and Hyper Beam (respectively), Raichu unleashes its giant tidal wave to swamp out and damage any remaining players on the battlefield.
Weaknesses:
All of Lt. Surge's Pokémon are Electric-type Pokémon and none have the Levitate ability, making them weak against Ground-type Pokémon. The lieutenant himself is very cautious, and his past war trauma has made him somewhat if not very paranoid. He can be very loud, discourteous, and doesn't take time to judge others properly. He is overconfident in himself. He doesn't like weak looking Pokémon and is quick to evolve them; so much so that some of his Pokémon lack useful moves and stats. He has a bit of a potty mouth too, but that's what can be expected from a sailor..
Personality:
Lt. Surge is tough and strong but not at all the silent type. He isn't afraid to shout his own opinion or fight for them. He isn't concerned about what others think about his attitude or how they might feel after being verbally assaulted by him. He is very headstrong and arrogant. He's mostly rough like this around young/puny looking Pokémon Trainers or people, however there are times he can be quite amiable and soft (like when he's negotiating with others or meeting with fellow Gym Leaders). When trainers prove their worth and defeat him, he shows them the respect he gives his peers. He is most famous for being extremely cautious in and out of war. He takes security very seriously, is protective of others, and can be strict.
Likes: Electric-type Pokémon, strong Pokémon, gutsy young trainers, the outdoors, Pokémon battling (for sport), the sea, some Water-type Pokémon (Poliwrath, Lanturn Quagsire), boating, traveling, friendly competition, negotiating (as oppose to fighting), his job, security, being clean-cut, AMERICA!!
Dislikes: War (its hell), weak/weak-looking Pokémon, weak people (especially puny Pokémon trainers), people who can't do anything by themselves, staying on land or in one place for too long, being defenseless/powerless, losing

History:
Lt. Surge was born and raised in America, something he is quite proud of and most known for among his peers. While he grew up with a strong sense of justice and tough attitude to back it up, he never took a liking to Pokémon cards or Pokémon training like other children of his age. Thinking Pokémon were a major waste of time and effort, he was reluctantly required to except them as his partners during his time in the Army.
He was heavily schooled in Pokémon battling along with other helpful ways a Pokémon's attacks even outside of battling (Cut, Surf, Strength). Though he mastered all of this, he never bothered with the Pokémon he received, in his case a little Pichu which was also first Pokémon. Pichu and other mediocre Pokémon were used in war with the intent of hurting, as apposed to killing enemy soldiers. Pichu had just enough energy to shock and even paralyze a grown man, without doing anything too damaging. Though nearly all of the Pokémon training was done with Pichu, and Pichu had grown quite attached to its new partner, the lieutenant saw it as nothing more than a tool (a useless one at that..).
His views of Pichu and all Pokémon were completely changed, however, one day when his plane crashed on enemy territory. Almost captured, Pichu zapped his enemies into paralysis! After being shocked back into conscious accidentally, he saw how useful, powerful, and (most of all) loyal Pokémon could really be.
Back at camp he spent much more energy with Pichu and expanding his knowledge of the other Pokémon available, such as the electrode and voltorb which were mainly used as mines. Developing a nag for Electric-type Pokémon, he used them to power his planes and in sneak attacks.
After the war and requesting he keep Pichu, much of his time was spent helping master its electricity storing ability. The two had truly, mutually created a bond which caused Pichu to evolve into Pikachu. Meanwhile, Lt. Surge had been recommended to the Indigo League for his newly found but outstanding expertise and love of electric-type Pokémon. Accepting the Gym Leader position, he evolved his Pikachu instantly with a Thunderstone; which turned it into his invaluable partner and powerhouse Pokémon Raichu.
Though Lt. surge proved himself of being a difficult challenge for beginning trainers to overcome, a fatal flaw in his Pokémon training was exposed by a young trainer with his own Pikachu. Though Raichu had almost instantly defeated its second evolution with its pure power, its rematch ended in defeat. Because its trainer had evolved it so quickly, Raichu never had the opportunity to learn speed attacks (such as Agility) that are obtained while in the Pikachu stage.
Humbled greatly, Lt. Surge granted the trainer the Thunder badge, his personal favorite TM (TM24Thunderbolt), and the respect deserved after proving oneself impressively. Knowing Raichu, and his maybe even his other Pokémon, have much to learn he continues to train them vigorously. There's still so much to learn and discover.
