Alessa aka "The God"- Alessa is as close to the actual incarnation of "the god" as the cult of Silent Hill as ever gotten in This World, and is generally considered to be as such in her current form. Valtiel continues his duties under her name in This World.
Pyramid Head- A fellow servant of the god, while a link has been established between him and Valtiel, it is unknown if Pyramid Head serves Valtiel, or if they both serve an equal place to the god. It is even possible that Valtiel created Pyramid Head from one of the high priests of the Silent Hill cult, though whether or not this is true is unknown.
Heather Mason- The good half of Alessa, the god was supposed to be reborn through her with the help of Valtiel and the cult of Silent Hill. However, this proved unsuccessful as Heather rejected her role as mother to the god, and escaped Silent Hill.
Occupation:
Attendant of the god, it's his job to govern and change the Otherworlds of Silent Hill, as well as sound the siren that signals it's changing.
Personality:
Besides being the attendant of the god, Valtiel is also representative of the cycle of rebirth. This is most represented in his role of managing and changing the Otherworld. He represents death with every changing by the sacrifice of two monsters (usually by hanging), and then life when he turns the valves that change Silent Hill between the Fog World and the Otherworld. It is also he that chooses how every person sees Silent Hill, as the Otherworld is very often a reflection of one's psyche. It should be noted, however, that the most common form of the Otherworld (aka the Otherworld seen by Heather, Harry, and James) usually sees the Otherworld closest to it's true form- how the god, Alessa, and cult of Silent Hill see it.
It is NOT his job, however, to decide the forms the monsters and Pyramid Head should take; this is created by both Alessa and the 'visitors' own psyche. It is possible that one's Silent Hill may have no monsters at all.
Valtiel is dedicated to his roles in Silent Hill, and when he is not preforming his other duties, he is by Alessa's side, attending her every whim. Valtiel is quiet for the most part, speaking in grunts and hisses that only Pyramid Head and Alessa can understand unless he wishes for someone else to hear his words- and in that case, his voice takes on the sound of a middle-aged man, who sounds like he knows far more than one can comprehend; and even then, his voice has a faint hoarseness, and he hisses as he speaks.

Though it is unknown exactly how long Valtiel has existed, it can be assumed that he has been around at least as long as the cult of Silent Hill has. Valtiel is the closest to the god, and in fact, is the servant of the god. The cult reveres him greatly because of his closeness to the god and the many roles he plays as such, and there is even a sect of the cult dedicated just to him.
While his role has always been the changing of the worlds, his role as attendant of the god doesn't really become clear until Heather Mason returned to Silent Hill. It was through the collaboration of him and the cult of Silent Hill that they once again attempted to resurrect the god through Heather. He kept a vigil watch over Heather as she traveled Silent Hill, and it was he that dragged her to safety and revitalized her every time she fell.
However, this proved fruitless, as Heather rejected the god that she would give birth to from her own body, and defeated the creature that formed instead...
Now Silent Hill has appeared in This World, and now Valtiel has taken his role again by Alessa's side as attendant of the god- which is believed to live through Alyssa...
