Blue
Blue isn't a fighter, but he makes his Pokémon fight in his place. His mere role is to give commands and change his Pokémon whenever needed.
Down Special - Pokémon Change - This is quite obvious. The Pokémon is changed with other. The order is as following, Bulbasaur --> Charmeleon --> Blastoise --> Bulbsaur.
Up Taunt - Blue smirks, and gives his opponent the Loser sign.
Side Taunt - Blue gives a thumbs-up! ...He just won't tell if it's for the opponent or his Pokémon.
Down Taunt - "Great job! (Insert Pokémon's name here)" "And you too! (If Blue is in a team battle, insert team's name here)"
Blastoise
Blastoise is the powerhouse of the trio. Blastoise is incredibly heavy, and his speed may be incredibly slow. But that doesn't change the fact that he is incredibly strong, and takes alot of damage before he can be knocked out. Blastoise can use his shell as a weapon. He jumps low.
Standard Special - Water Gun - Naturally, Blastoise have to be able to do use Water Gun just like Squirtle. However, the difference are that Blastoise have to charge up his Water Gun before he can use it. He will have to wait four turns. However, to compensate for that, his water gun is ALOT more powerful than Squirtle's water gun and Mario's FLUDD combined! They are fired from his cannons. But it does ABSOLUTELY no damage! It's afterall water.
Side Special - Focus Punch - Blastoise prepares a punch for his opponent, warming up for it. It is incredibly powerful! Capable of breaking even rocks! However, it's disadvantage is that it can be stopped if Blastoise is hit by a attack during the preparation. Blastoise got to stand still, and if nobody is close enough, it won't hit anyone. A opponent can take advantage of the opportunity, and attempt to bring in a powerful smash attack, but risk being hit by the Focus Punch if he/she were to miss. A opponent can also take advantage of the close distance weakness by standing far away, but miss the chance for a powerful attack.
Up Special - Rapid Spin - This is quite similar to Bowser's own up special. Blastoise retracts into his shell and begins spinning up into the air. This is obviously a useful recovery move. A key difference is that Blastoise's got a greater knockback, but does less damage.
Up Taunt - Blastoise opens the cannons, inspects them, and then retracts them.
Side Taunt - Blastoise cracks knuckles. (Ouch, everyone wants to crack Knuckles. Poor Knuckles... JK)
Down Taunt - Blastoise lies on the ground and relaxes.
Charmeleon
Charmeleon is the average fighter of the trio. He may not be great at any stats, but he isn't poor at any stats either! He uses his claws and feet to fight his enemies, and he can, although not the lightest, jump the highest of the trio.
Standard Special - Flamethrower - Charmeleon got to use Flamethrower just like Charizard. Charmeleon begins breathing flames out of his mouth. While not as strong as Charizard's flamethrower, Charmeleon aims his own upward, and got a greater range.
Side Special - Slash - Charmeleon makes a strong slash with his claws. It got a good range, and can do great damage alone! But it does very little knockback, which doesn't make it a good KO move. Charmeleon's slash does more damage the closer the opponent is, but Charmeleon got some difficulty stopping it.
Up Special - Rock Slide - This move does absolutely no damage, or knockback. However, if Charmeleon connects with the platforms in the middle of this move, it will cause rocks to slide up from the ground, and fly in Charmeleon's direction, harming whoever is hit by the rocks. Charmeleon can use this as a recovery move, as it will push Charmeleon upward by a little after using the move.
Up Taunt - Charmeleon makes a big dragon-like roar!
Side Taunt - Charmeleon imitates Captain Falcon's 'Show me your moves!' taunt! He says something different though... "Char, Char, Charmeleon!" (NEWS FLASH! Captain Falcon got even Pokémon as fans! )
Down Taunt - Charmeleon crosses his arms, and stares confidently at his opponent.
Bulbasaur
Despite his appearance, Bulbasaur is the quickest of the trio. He might be weak and light, but his speed can help him avoid attacks, and use the speed to damage his opponent. He uses tackling and slamming since he doesn't have any arms. Bulbasaur's jump is between Blastoise's and Charmeleon's jumps, despite being lightest.
Standard Special - Energy Ball - Bulbasaur creates a light-green ball powered by nature, and fires it at his opponent. Bulbasaur can charge the energy ball to make it stronger. Only one energy ball can be in the battle at once, so Bulbsaur can't spam the move.
Side Special - Grass Knot - Bulbasaur's vines will go right into the ground. If someone is standing close near Bulbasaur when he uses it, the vines will snare and cause him/her to trip right into the ground. The heavier the opponent is, the more damage is caused. It can snare multiple targets.
Up Special - Vine Whip - This is completely similar to Ivysaur's vine whip, and with no difference. Bulbasaur can reach the foot of enemies above, and either push them down or push himself upward. It is also used as a tether recovery, attaching itself to the edge of the platform.
Up Taunt - Bulbasaur spins around, and gets confused by his own spinning for a short while.
Side Taunt - Bulbasaur's vines appears and begins whirling around Bulbasaur!
Down Taunt - Bulbasaur cheerfully jumps around on his spot.
Final Smash:
Final Strike! - What's this? The Pokémon performs a team attack! And they transforms themselves into a "comet" combined by fire, water, and flower petals! Blastoise uses Water Jet, Charmeleon uses Fire Spin, and Bulbsaur uses Petal Dance! They will send themselves right against their opponent, go straight into the air, and stop the move once they go out of the screen. Two of the Pokémon is sent back, with one being left out. However, the Pokémon sustains serious damage as they will harm each other with the moves for being so close to eachother.
Weaknesses:
Blue
Blue is a Pokémon trainer, and doesn't fight. If his Pokémon are defeated, he's done for. Blue is also very cocky and confident, thinking he is gonna win. Hasn't his experience with the Pokémon Champion learned him a thing or two?
Blastoise
Blastoise is slower than slow. Blastoise is slow at EVERYTHING but thinking. Blastoise is at a clear disadvantage against quick opponents as they can easily dash out of Blastoise's attacks and easily counter-attack. Blastoise is also weak against Electric and Grass attacks, and Blastoise REALLY hates Charizard for NO reason.
Charmeleon
Being that his stats is average, Charmeleon is not great at anything either. Specialized opponents will have a easy time with Charmeleon in their own area. Charmeleon's weaknesses is Ground, Rock, and Water. Charmeleon got a grudge against Ivysaur of Red's team.
Bulbasaur
Bulbasaur is the lightest and weakest of the bunch, easily defeated if he sustains too much damage. Bulbasaur can only handle so much damage before being knocked out. He got the most weaknesses of the trio, being weak against Flying, Fire, Psychic, and Ice. Oddly, Bulbasaur doesn't dislike Squirtle or something, and would rather get along with him. Which can become a dilemma if he were to fight Squirtle.
Personality:
In the past, Blue used to be a arrogant, ignorant, cocky, snobby, and uncaring jerk. He would not help people at all, and cared only for his victory. He would insult trainers, especially Red, for any reasons that he would think of. He were pretty much a son of a b/"! You would think that he wouldn't change at all!
Well, he used to be like that, until Red fought Blue for the championship, and defeated Blue once again, astonishing Blue. This caused a change in Blue to slowly develop. He would eventually care for his Pokémon, and would begin helping out people. He is no longer uncaring, and cares for everyone as of today. He don't insult people as much as of now. Which can be seen as a great change.
However, he is still very cocky and arrogant, wanting to win and not lose at all, and is still saying some insults.
Well, I guess some things will not change at all.

History:
Red and Blue used to be best friends, until Blue became a bully suddenly. Obviously, they couldn't really be friends that way, so they became enemies. However, it would change a certain day... After Professor Oak, Blue's grandfather, offered one Pokémon to the two boys each. Red choose first, and picked Bulbasaur, a grass type. Blue decided to take a type advantageous against Red's own Pokémon, and picked Charmander, a fire type. Before Red started his adventure, Blue stopped him for a battle. He thought that he would win, since his Pokémon is fire.
However, he were wrong, as he learned that, despite a fire type, Charmander doesn't learn a fire move already in the beginning. Red ultimately won his first battle against Blue, whom didn't have any idea that experienced Pokémon doesn't learn moves of their types. However, Blue were confident that he would win anyway, and become the Pokémon Champion, and immediately sets out for the gyms to win every badge (Let's not think of the time when Blue tried to fight Brock with Charmander alone)
Blue would always be a step ahead, and sometimes would encounter Red for a battle. However, Blue lost in every battle with Red, but would still train and attempt to beat Red again and again. Charmander would eventually evolve into a Charmeleon, and be pleased with it's transformation. Though Charmeleon refused to evolve into a Charizard, much to Blue's dismay. But Blue was surprised to find that Red's Ivysaur has yet to evolve. Blue would treat his Pokémon harshly, making them fight to get tougher.
Despite this, Blue would eventually obtain every badge, and went to the league itself, to challenge the Elite Four. After all of this hard work, Blue eventually became the Pokémon Champion, and glorified the moment. However, it's a short-lived victory as Red would eventually have defeat the Elite Four, and challenge Blue for the title. The final battle between the two would finally begin!
It was a long battle, down to Ivysaur and Charmeleon as the last Pokémon. It's like the first battle... Except that they got type moves of their own now! Charmeleon did all what he could in defeat his sworn nemesis, getting a few hits in. However, eventually, to the shock of every onlooker and Blue himself.
Ivysaur defeated Charmeleon. A grass type... Beat a fire type! Blue couldn't believe this! He had worked so much to fight the Elite Four and become the Pokémon Champion... Only to be beaten by his very rival, and get the title stripped away. Oak appeared to congratulate Red on his victory, causing a nearby Blue to get a bit angry. How did Red win? What does Red have that he didn't have? This made Blue travel alot after leaving the league, checking most areas where Red used to be, perhaps finding some clue. Not only that, but Red's victory seemed to have changed something about Blue, which his Pokémon would eventually notice. They thought that Blue were being nice for a moment, but they didn't really care about that.
Except Charmeleon, Blue's partner ever since the start of his career. He was the only one whom noticed that Blue were slowly changing, and decided to check on him more whenever he can. Now, they would all notice that every Pokémon began fighting better than ever, and that Blue would think up better strategies than before. They all realized why. Blue is being caring, and nice to his Pokémon. This was where Blue realized what he needed all along. He needed to stop being harsh to his Pokémon, because they won't fight well if they are unhappy... They are friends, not tools.
Blue were no longer a big jerk, and has turned into a nicer person. He were going to challenge the league again and get a match with Red... When he learned that Red left his title to Lance. Blue wasn't very sure if Red just gave it away or lost it away, but he didn't care, as he went there to challenge Red anyway for one battle, and not for the title. Blue went back to the previous city... Viridian city.
Since he wouldn't challenge Red as of yet, he may aswell fight to his heart's content. When he learned that they were seeking for someone to become the gym leader of Viridian Gym, he knew that it would be a great way to get strong challengers. He got the spot as the Gym Leader, and is thus frequently challenged.
However, not many were truly strong challengers. A few years had gone, and few had won against him. Charmeleon however, unexpectedly got struck by a serious sickness, and was immediately sent to the Pokémon center to ensure his health. Blue got VERY worried about Charmeleon's health, and is afraid of what could happen to him, which made Blue worried if he is ever gonna fight again. Blue began travelling to other places to get himself relieved of his worrying, and began hoping that Charmeleon would recover. This is a possible theory for why you don't face Blue's starter in the G/S/C games.
While on Cinnabar Island, Blue eventually stumbled upon a young trainer, named Gold. Blue couldn't help but feel that Gold reminded of Red in many ways... They looked similar too, with the cap and whatever... However, Gold asked for a challenge in the Viridian Gym for the badge... Which Blue accepted, and went back to the gym to await his challenger. The two of them fought, Gold eventually wins against Blue, shocking the powerful Gym Leader.
It's not just looks that Gold are similar to Red in. Just like Red, Gold beats Blue!
Blue congratulated Gold, and gave him his desired badge. After watching him leave, Blue immediately thought of Charmeleon. Red and Gold gives their Pokémon their support... Maybe if Blue supported Charmeleon? Nah... It wouldn't work. Health do not work that way. But then again... Blue quickly hurried to the Pokémon Center to meet up with Charmeleon.
Blue got to visit his Pokémon partner, and told him that it's going to be okay, and that Charmeleon is gonna get through all this. Blue began praying that Charmeleon is gonna be okay, while trying to hold in tears as much as possible. Blue then had to leave, and waited patiently in days for Charmeleon's recovery...
Charmeleon got cured! The sickness was gone, and with little problem left. Blue knew that he had nothing to do with the sickness being gone, but Charmeleon believed otherwise, and became very loyal to him as he began believing that Blue was responsible for the sickness being gone. Charmeleon now wanted to fight alongside Blue again. Blue were going to travel around with his partner.
However, before leaving, Blue decided to rebuild the Viridian Gym a little. It is now a spot for the battlers to fight, and the audience can now watch the many battles unfold in it. He left his many Pokémon to take care of the gym, and travelled with his sole partner. Blue had one thing on the mind, to find and challenge his good old rival. Red.
Blue found a Bulbasaur along the way, playfully using it's vine whip to play around at the trees. It saw the Pokémon Trainer, and immediately jumped down to fight the trainer. It reminds him of Red's starter. However, Charmeleon went immediately and fought the Bulbasaur at Blue's order. However, Charmeleon did never use a fire attack, to make it fair for the Bulbasaur. Of course, Bulbasaur was eventually defeated by Charmeleon, and was caught by Blue. Bulbasaur added to the team!
With the duo at his hands, Blue would continue travelling, fighting opponents and trainers along the way. He would eventually stumble upon a village, being attacked by a rampaging Blastoise. He knew he had to stop it. Blue sent out Bulbasaur, and ordered him to use it's attacks on the overwhelming huge Blastoise. Grass Knots, Energy Balls, and Vine Whips... You name it. The Blastoise was obviously being annoyed about being outsmarted by a very fast Bulbasaur. Finally, the Blastoise was defeated and humiliated by the Bulbasaur, and was caught by the Rival Trainer. He really didn't like how the Blastoise was slow... But complimented it's raw power. Those who lives in the village thanked Blue for saving them and the village, and asked if there is anything they can repay Blue in, which resulting in a simple answer.
"Nope! I am just glad to help"
Blue left with just these words, and used the trio team in many battles. Blastoise were used for when raw power were needed. Charmeleon could handle any situation, and Bulbasaur used speed to defeat his opponent. Blue began working on how to use these teams strategically. He would need a good team for when he finally meets his old rival again...
Lately Master Hand created a trophy of Blue. Thus he's in this World now. Is he gonna meet Red again? Maybe.

"Hey, Red! I was looking forward to seeing you, Red. My rival should be strong to keep me sharp. While working on my PokéDex, I looked all over for Pokémon. Not only that, I assembled teams that would beat any Pokémon type. And now... I'm the Pokémon League Champion! Red! Do you know what that means? I'll tell you. I am the most powerful Trainer in the world!"
Blue's Stage: Viridian Gym. Fight on Viridian Gym's Arena!
