Most of Rouge's moves revolve around kicking, as she has a lot of power in her legs but not much in her arms. She's got excellent balance and flexibility, average speed and agility, and slightly above-average stamina.

Roundhouse Kick (standard A) - A high, arching kick.
Double Slash & Spin Kick Combo (triple A) - Slashing with the right claws, slashing with the left claws, then turning around for a kick to finish it off.

Most of Rouge's power is in her legs, which leaves her upper body pretty vulnerable; despite having very sharp claws, they can't really do much if her arms are restrained. Being the material (and neutral) person she is, Rouge is also easily bribed when the price is right. She's also afraid of frogs. Not in a hysterical way -- at least, not at first -- but even just the presence of one is enough to unnerve her. Needless to say, places like swamps aren't exactly her favorite of locale.

Sometimes she'll align with G.U.N., sometimes with Eggman, sometimes with no one at all. Though she does care for others, and she does what she's able to help, Rouge's first priority is always #1. Highly skilled in a variety of abilities, she's a bat that can manage most situations considerably well if left to her own devices. Her main downfall is her relentless desire for jewels; if someone has the right stone -- such as a Chaos Emerald -- Rouge could potentially be manipulated by her avarice.
Rouge's reputation varies depending on who you're talking to; to some, she's incredibly kind and generous, while to others she's cold-hearted and volatile. Others still think lowly of her because of her methods of manipulation, while oppositely some respect her skills and intellect. While there are a LOT of rumors about Rouge's use of her body to get what she wants, most of them are highly exaggerated; Rouge is a master of seduction, and little more, as she has a very strict "Look but don't touch" policy. Those that violate that rule suffer the wrath of her powerful kicks.

Having grown up in poverty, Rouge's focus turned toward personal wealth from a very early age. Learning to steal was a necessity for simple survival, but as she grew older, her targets became more and more material. This habit peaked upon reaching adolescence, when she realized that many men were easily manipulated by her more mature figure.
Despite having honed her skills of theft over much of her life, however, Rouge eventually found herself in the hands of the government due to a heist gone bad. Luckily, the agents handling her case were impressed with the skill and tactics she'd employed in the attempt, and offered a plea bargain of working as a spy in exchange for staying out of prison. Rouge wasn't particularly thrilled about working for the very system she frequently rebelled against, but it was better than a 6x6x6 jail cell, so she accepted the offer.
Since that time, Rouge has lived a paradoxical lifestyle of both breaking the law into itsy bitsy pieces one day, then helping to enforce it the next. Well, that's how her life was going until just recently, when something very strange happened and she found herself in this new, bizarre land...
