If there is one signature Metal has, it's his ability to travel at a blistering mach 1. His fighting style tends to be similar to Sonic's with the addition of a blue laser and an electrical shield he can use in both offense and defense. He can fly using his jet engine and has a vast knowledge of mechanics, electronics and programming, and is pretty capable at hacking. He knows how to use a variety of weapons and pilot various transport - and those he doesn't he can probably figure out fairly easily.
As a nanite collective he can literally reshape his body as he sees fit and has two distinctive forms; his original form and Neo Metal Sonic. In his normal form he uses Sonic's life data which has been hardwired into him and has the ability to shapeshift into Sonic's likeness at will. As Neo Metal Sonic he can steal life data from a person (only one at a time) and use it to copy all of their special moves or even completely assume their likeness - the drawback however is that his eyes will always remain red and he'll loose his normal abilities until he shifts back to either his normal form or Neo. Once he discards a person's life data it is gone unless he steals it again. The only exception to this is Sonic's data.
Special Moves:
Standard Attack - Fires a blue laser beam from his engine's air intake. Can be held to charge.
Upward Attack - Revs his engine and charges upward in an electrified burst.
Downward Attack - Transforms into Neo. (and back)
Side Attack - Electrified charge, similar to a homing attack or spindash.

Final Smash:
Metal transforms intothe ugly dragon Metal Overlord and charges the stage several times, firing off a series of lasers.
Weaknesses:
Mental: He has a tendency to be too overconfident in himself, which as a result can cause him to not know when to back down. He's easily irritated and tends to be overly suspicious of the motivations of everyone around him. He's a bit on the unstable side, prone to impulsive behavior when upset and when pushed far enough can be prone to short bursts of blind rage. He has a tendency to be obsessive once he has a goal in mind, and because of this often suffers from tunnel vision. He suffers from vulcanophobia (the fear of volcanoes and lava).
Physical: He's physically incapable of running. His legs were only designed for aesthetic purposes, and at their fasted can only achieve a light jog. This forces him to be almost completely reliant on his jet engine - disabling it will severely cripple him. Strong magnets can restrain him, EMP blasts will 'knock' him out, if his firewall can be gotten past he can be given viruses or be hacked, etc.

Metal was originally designed as a mindless machine, one who was to follow orders unquestionably, unthinkingly... however, over time, he began to develop a true self-awareness. With this curiosity for the world around him began to spark, and as his understanding grew he learned and developed his personality. Rebellious, he became. Obsessive and prone to mood swings. He seems to be in a perpetual state of frustration and is easily irritated. Rarely does he seem to meet an individual he can actually get along with.
In some ways he suffers from an inferiority complex, having absurdly high expectations of himself which he has yet to reach to his satisfaction. He doesn't understand how Sonic can continuously beat him over and over despite his superior speed, strength and intelligence. Mostly though he seems arrogant and is extremely intrepid and domineering. For the most part he tends to be quiet and reserved, carrying an almost eerie air of calmness about him, and displaying a dark and dry sarcasm. He tends to be very cold, cynical, jaded and often belittles and criticizes those he deems inferior to him. He prefers his solitude and actively avoid attention when he doesn't see it necessary. He has a tendency to be spiteful and childish and will fight tooth and nail if he feels someone is trying to manipulate him.
When Eggman abandoned him he lost all trust in organic lifeforms. He's extremely wary and distrusting of them, however this doesn't mean he isn't beyond working with them - at length - when he has to. He views them as inferior and only meant as tools to further his own means. In his belief robots are the rightful and true heirs of the world, and he believes that it is his destiny to rule that empire.
In contrast, he often comes across as naive and he's driven by an intensely strong curiosity that can easily lead him to trouble, consciously or not. He has a strong interest in learning and puts tremendous amounts of effort into his pursuit of knowledge. Though he can be surprisingly insightful, he has difficulty understanding things that are different from his own perspective. Despite what his impulsive nature and occasional childish tantrum might suggest, he's extremely intelligent and analytical, able to think and improvise quickly on his feet and look at things logically and rationally. When pushed over the limit though he's known to go into bursts of blind rage. He's extremely resourceful.

After Eggman's first failure against Sonic the Hedgehog he set to work creating two robots in the hedgehog's image in an effort to see which would prove to be the more effective model. Metal Sonic was the smaller of the two, lightweight and built purely for speed. His existence began with a simple enough task; Kidnap the young Amy Rose, forcing Sonic to come rescue her, then confront him to a race that was supposed to be rigged to spell the hedgehog's downfall. But as things usually did for any of Eggman's creations, things never went as planned, and Metal became doomed as a failure.
Unlike the lesser advanced badniks, Metal had been given a fuzzy logic AI, enabling him the ability to think, plan and learn to certain degrees to give him adaptability against Sonic. Though built as an emotionless robot, from his AI he slowly began to develop emotion and self-awareness. Over the years Metal made several reappearances into Sonic's life. Unlike his retired siblings who were content to sit on a shelf and collect dust, Metal began to feel an intense need to prove himself worthy of the tasks given to him, pushing his way into Eggman's plans whenever possible to find a purpose. Time after time he continued to fail against his organic doppelganger.
Metal was later placed into a stasis lock aboard Final Egg to have upgrades preformed. After the incident with Perfect Chaos Eggman left the base abandoned. At some point Metal somehow managed to reactivate on his own and soon realized he had been left behind. Devastated, angered and fueled by ambition, he decided to take matters with Sonic into his own hands to prove he still had value. Turning against his master and taking advantage of his new upgrades, he imprisoned Eggman in his own fortress and began to develop an elaborate plan that would involve Sonic, Tails, Knuckles and everyone else closely associated to his rival.
Unfortunately, his long term losing streak wasn't about to give in, and once again Metal became a failure. So stunned and drained was he after having given everything he had, all he was able to do was simply shut down in defeat. He wouldn't be left peacefully alone though, as Omega got a hold of him and later despited him into a dump. Again Metal reactivated sometime later, and now wanders around searching for his purpose - and his next battle with Sonic.

I'm undecided about his speech pattern at the moment. Typically I write him using a very sophisticated style that doesn't use slang or contraction words, however... in Heroes he used contractions, so... I'll just leave that to actual writing and see how it goes.
