Pac-Man is more fast than he is strong, but is very skilled in hand-to-hand combat. His agility is incredible, jumping even higher than the likes of Luigi. However, as such, he is lighter than most Middleweight fighters and will fly far fairly easy.

Pac-Man raises his hand into the air. It glows before he fires a Pac-Dot. It can be charged, and Pac-Man fires a Power Pellet rather than the regular one. (Pac-Man World)
Upward Attack: Flip Kick
Jumps and spins backwards, Kicking as he does so. (Pac-Man World 2)
Downward Attack: Butt Bounce
Pac-Man jumps and slams his backside down on the ground, bouncing into the air afterward. He can do this three times consecutively. On the third time he sends out a small shockwave which does more damage than the norm. (Pac-Man World 3)
Side Attack: Rev Roll
Runs in place before blasting forward, spinning rapidly. (Pac-Man World)

Pac-Man juggles a few Pac-Dots before tossing them into the air and eating them.

Power Pellet: Pac-Man pulls out a Power Pellet and eats it. He glows golden and all other characters turn blue. Pac-Man becomes faster, stronger, and can jump higher. All other characters become slower. When Pac approaches a foe, he then trades his "B" moveset for one powerful blow:nomming their face using his Chomp move he normally uses on ghosts, which here is an instant KO for most.
Weaknesses
Pac-Man is short, bouncy, and he has stubby limbs. As you can imagine, this can make some fights be very difficult for him...especially against heavyweights. He has an irrational fear of ghosts, he leaps before looking, and, sad to say, there have been many times he has been completely clueless about what's going on.
Personality
Pac-Man has never really had much to say for personality. Luckily, his voice over from Pac-Man World 3 gave us something to work with. Pac-Man is an upstanding young...lemon...thing, who will always do what he can to help others. He seems to hate the idea of growing older, and yearns for the kind of life he had in his younger days, though he knows that won't happen anytime soon. He can also be a MAJOR smartass most of the time, insulting others and cracking jokes to boost his confidence. He becomes defensive when called "fat", and claims it's for Mrs. Pac-Man's sake.Mrs. Pac likes him cuddly! Pac-Man seems to also have a "Pac-Sense" of sorts. However, being that it only comes into effect moments before something bad happens, it is fairly useless.

Pac-Man and the Ghost Gang met at an early age. When, exactly, nobody can say, but it is clear that they were more or less rivals rather than archenemies. (Later confirmed by Pac-Man in Pac-Man World 3.) However, at one point they disappeared. During that time, Pac met a genius ghost named Orson. The two became close friends quickly--albeit friends who could eat each other--and went on many adventures together, saving the day and whatnot. However, Pac-Man gained all the glory while Orson simply was the sidekick, always in Pac-Man's shadow. Finally fed up, Orson left for a nearby island that was mainly inhabited by ghosts and monsters. There, he took a weapon he was making for Pac-Man and made it into a robotic suit for himself: Toc-Man. When he began to go about the island, claiming to be Pac-Man himself, he was soon encountered by Pac-Man's old foes--Blinky, Inky, Pinky, and Clyde...AKA the Ghost Gang. When they threatened to tell of "Toc-Man's" true identity, the bot made them a deal: they keep the secret, he helps them get rid of Pac-Man.
On Pac-Man's 20th birthday, he came home to find that--instead of the party he had expected--his family had been kidnapped. When he went outside, pondering who could have done such a thing, he found a note, reading "Come to Pac-Man's 20th Birthday Party! Only on Ghost Island!". Those words: "Ghost Island"...it didn't take a rocket scientist to figure out who the culprits were now. An it appeared somebody was impersonating him! Ready to get to the bottom of things, Pac-Man took a boat to Ghost Island. Toc-Man sent his best monsters after him, but the clever adventurer fought his way through, and dismantled the robot impersonator. Once he had, it broke open revealing none other than Orson. While Pac-Man pitied his old friend, he still felt a punishment was in order, and he proceeded to give him a good chomping before taking his family and leaving.
Two years later, the Ghost Gang came to Pac-Land in an attempt to find Pac-Man. However, only Pinky did. Oddly enough, the scene that followed--as well as a boss battle later--revealed that she had a crush on the yellow hero, despite his being married. Eventually they made their way to the Golden Fruit Tree, where they plucked the fruits and messed around with them. However, in doing this, they unleashed the most powerful ghost in existence: Spooky. Spooky quickly made his fellow ghosts a deal. If they followed him with the Golden Fruit, he would help them be rid of the Pac-People forever. The next morning, Professor Pac informed Pac-Man of what had befallen Pac-Land the previous night. Ready for a new adventure, Pac-Man traveled through Pac-Land, defeated the Ghost Gang, and retrieved the Golden Fruit. In a final battle with Spooky, Pac-Man harnessed the power of the Golden Fruit and sealed him away once more, Spooky vowing to rise once again.
Pac-Man's latest adventure would take place three years after Spooky's defeat, on his 25th birthday. It seemed that, ever since his last adventure, Pac-Man has learned to speak. However, once he arrives home, he quickly warped to a strange landfill-looking pit. He was soon contacted on his Pactrometer--a communications device built into his glove--by his old friend Orson. Orson told Pac-Man that he had to go on another adventure, this time to save both Pac-Land and the Spectral Realm: home to the ghosts, from a mad scientist named Erwin, who wished to conquer all by siphoning off energy from the Ghost Gang. Of course, not having a say in the matter, Pac-Man accepted. As Blinky and Inky had already been captured, Pac-Man has no choice but to enlist the help of Pinky and Clyde. In the end, Pac-Man defeats Erwin's Teradecahydratron, and returns home to finally celebrate his birthday.
It has been three years, and Pac-Man nears his 30th birthday. However, as he wakes one day in Pac-Lan, he spots a swirling vortex near the Golden Fruit Tree. Not a Spectral Portal...what is it? As he cautiously approaches, he is suddenly sucked in! He awakes to find himself in a strange city, filled with many odd people...welcome to The World of Trophies, Pac-Man...
