Harpuia's best when in the air, and thus actually can fly, making him practically immune to falls, though this makes him extremely vulnerable to knockouts. He attacks with twin beam swords, most commonly slashing at his opponent when he swoops down at them.
Special Moves: (Mandatory)
Standard Attack - Energy Slice: slashes his swords in an X shape in front of him, shooting a short range energy crecent.
Upward Attack - Flys upwards in a corkscrew, creating a whirlwind that causes damage and tosses enemies into the air.
Downward Attack - Fires a ball of energy into the sky that then rains down lightning around him.
Side Attack - Zips through an enemy while slashing them with his blades (sorta like Fox's side attack, only slightly more powerful)

Harpuia transforms into his jet like Armed Phenomenon mode. He takes off, then flies across the top of the area, raining large lightning bolts, then, comming back the opposite direction, flies through the bottommost platform at hight speed, ramming anyone unfortunate enough to be in his way.
Weaknesses:
As mentioned, his ability to constantly fly renders him extra light and extremely vulnerable to knockouts.
Personality:
Originally, Harpuia was a stubborn and loyal follower of X and later his duplicate Copy-X. He was proud to serve such an heroic leader and fulfilled any task given to him with absolute obedience and without any hesitation. However, things began to change when he suffered his first defeat in decades at the hands of Zero. His pride fell down to Earth and he slowly began to realize that battles couldn't be won if one didn't have the will to truly do so.
Harpuia matured during the course of the story, becoming more and more like the real X in terms of character and determination, sharing the same opinion that humans and Reploids in fact can live in peaceful coexistence, but will still destroy every Reploid who tries to threaten humanity.
The first instance of his true nature is at the beginning of Mega Man Zero 2, when Zero collapses after endlessly fighting Neo Arcadian forces for a year following his defeat of Copy X. As soon as he collapses, Harpuia arrives, riding on the griffin form of the revived Aztec Falcon. He could have easily destroyed the unconscious and heavily weakened Zero and yet brought him to the newly created Resistance Base without causing hostilities. This hints at a sense of fairness and that he is learning that the Resistance and Zero are not so different from him. The only other Guardian who seems to realize this is the deceased Phantom, who only attacked Zero in Cyberspace to test his worth as a being, having learned the truth of the legendary hero.

Sometime near the end of the Maverick Wars, four reploids were created using Megaman X as a base template: Fighting Fefnir, Fairy Leviathan, Phantom, and Sage Harpuia. Harpuia's original purpose was to cleanse the planet's polluted atmosphere, however when Dr. Weil started the elf wars, he and his siblings were forced to assume the roles of warriors, eventually becomming the four generals of Neo Arcadia, the last human city left.
Peace reigned for a while until an energy crisis sparked a new conflict. Megaman X, Neo Arcadia's leader, began dismantling reploids tyranically. A resistance movement, led by one of the city's most respected scientists, and a human, formed in an effort to try and stop the needless sacrifice. However, sedition could not be tolerated, and Harpuia fought fiercely against the rebels, who could not hope to match his forces...until they found Zero. Zero did what the rest of the resistance could not: actually become a real force to be reckoned with. Harpuia was forced into battle with the legendary reploid...and lost for the first time in close to a century.
His defeat, and a later revelation that his leader X was merely a copy, caused him to reevalueate his views. Later, Harpuia would be the first of the generals to rebel against Dr. Weil, who had returned from his exile after the Elf wars and seized control of Neo Arcadia. He later joined Zero in the final fight against Weil's creaton, Omega. However, his whereabouts after the battle were unknown...
